New services, functions and digital opportunities: changes on mos.ru in 2023
Today our portal offers over 400 services and functions. Here, you can find useful manuals and the city feedback forms, current news and special projects in various areas.

An ever-growing number of Muscovites now prefer to handle their daily affairs online: over 400 thous. users signed up to mos.ru in 2023; the portals service and functions were used over 760 million times: 16 per cent growth compared to 2022.

Mos.ru is the core of Moscow’s digital ecosystem. It acts as a single access point to a variety of online opportunities offered to Muscovites. From there, users can manage their personal accounts, receive digital services, learn about key city developments or jump to other Moscow portals and apps.

Today our portal offers over 400 services and functions. You can use our portal to find useful manuals and the city feedback forms, current news and special projects in various areas. From the time the first digital services were launched in 2011, they have been used over 3.7 billion times; the total number of mos.ru user accounts reached 15.8 million. In 2023, mos.ru added and modernized over 110 online services and functions.

The most popular of them are:

— Electronic Medical Record (about 300 million uses);

— Digital School Report (over 160 million uses);

— heat and water meter readings transfer (the Send Metering service) (over 86 million uses);

— making a doctor’s appointment, canceling or rescheduling the appointment (over 70 million uses);

— attendance and meals at school, kindergarten, college (over 50 million uses);

— traffic fines search and payment (over 25 million uses);

— Unified Payment Document (UPD) reception and payment (over 11 million uses);

— hobbyist circle, sports club, artistic center enrollment (over 3.5 million uses);

— Moscow Resident Social Card issue (over 1.2 million uses);

— freight transport pass issue (over 630 thousand uses).

What was new in 2023

Last year, mos.ru launched the My Pet superfunction that collects all data on veterinary services in Moscow. It also gives owners access to their pets’ health records. It automatically pulls data on visits to public vet offices, treatment history, vaccination, test results and prescriptions.

Multiple new services made it easier for high school students to sign up for the State Final Examination (SFE). Mos.ru now offers an option to re-apply for the SFE or schedule exams after the approved application period has expired, or change academic disciplines, time or form of the exams. In order to do that in the past, you had to visit the state examination commission in person.

Now, you can use Moscow Resident Social Cards for children aged 7 and older who attend pre-school education institutions. The card issue status function was also updated to make it more convenient for users. There you can check the review status of your application and look up an option to get a temporary single travel card for public transport.

On top of that, the first grade enrollment service has been updated. Now parents or legal guardians of a kid can send an enrollment application with scans of all the required documents online. In the past, you had to deliver them to the school personally.

For future students’ convenience, starting in 2023, the portal features extra options for electronic application for state-funded slots in colleges overseen by the Moscow Department of Education and Science and the Moscow Healthcare Department. You can now confirm you enrollment and forward scans of all the required certificates online. A digital personal file will be set up for the prospective student. A student can choose up to five curriculums in different colleges in Moscow when enrolling, while before, applications for every specialty in every college used to be submitted separately.

Our value-based services are also developing. For example, the Taking Out the Junk service menu has been updated with new positions you wish to get rid of. Now Muscovites can use the service to take out an old piano, a wooden door or waste paper under 300 kg.

The Moscow Libraries service now employs artificial intelligence to offer users personalized selections of books based on their personal preferences and most popular picks. New search filters for a more convenient library sorting by availability of a given book and the online booking option.

The Moscow Longevity project reopens online sign-up for older Muscovites. You can use the service to sign up yourself, your family member or your friend. The smart form will help you select the recreation form best suited for you personally.

Moscow keeps developing its proactive service system. There is no need to apply for them as services are provided automatically. Starting in 2023, children from low income families get their free school meals automatically after their parents apply to the government for their monthly child allowance. On top of that, Muscovites can use the simplified procedure to renew parking permits for large families and local residents, issue Moscow Resident Social Cards for their first graders or get access to their Electronic Medical Records (EMRs).

For example, Muscovites with compulsory medical insurance policies and full personal accounts on mos.ru now have access to their EMRs automatically. If earlier, you had to submit an application, now Muscovites can proceed to the service straight away.

The Moving in Moscow superfunction now features new materials for those who have recently moved. In the Adapting to the New Place section you can learn more about recreation options in Moscow, public transport, vet services for you pets and what to do in an emergency.

Many use the My Moscow and Moscow Public Services mobile apps to access the whole range of digital opportunities offered by mos.ru. That way, they can use popular city services from any location.

Convenient search and feedback development

In the past year, we made our portal even more convenient for Muscovites. The search function was updated, for instance. Now, Muscovites can get expanded results based on materials requested by other users. If you use the search field and select Everywhere, similar queries will be displayed at the bottom of the page. Neural network helps shape the results: it analyzes latest queries in similar areas and selects up to eight most fitting entries.

The Help section was added to mos.ru last spring. It combined all available options for giving feedback to the city. There you can find answers to any questions you have regarding healthcare, education, utilities in Moscow, find details of various government offices and agencies, ask questions via an online chat or get any information you need via a phone call. The page features detailed guidelines, the city life knowledge base, links to useful services and a phone directory with convenient search functions.

Personal account updates

We made it more convenient for our users to manage their account security settings. The relevant personal account section has been updated. Now you can use a single tab in your user profile to view all the connected devices, set up two-factor authorization or change your password.

On top of that, the Elektronny Dom platform widget was introduced to the personal account section in the summer of 2023. You can use it to quickly get all the data on the specific address: owners’ meetings and polls that have been finished or are in progress, new announcements and other important events.

Use of digital technologies to improve the quality of life for Muscovites meets the needs of the Digital Economy national program and the Digital Public Administration regional project in Moscow.
