Descended from nobility of the St Petersburg gubernia. During the Russo-Turkish war of 1877-1878 he participated in the battles of Gorny Dubnyak and Philippopolis and in the storming of the Telish fortress.
After the Russo-Japanese war of 1904-1905, during which his division fought bravely in Manchuria, he was awarded a gilded sabre and the rank of lieutenant-general was conferred upon him.
From 15 January 1906 he was commander of the Moscow military district, and on 5 July was simultaneously placed in charge of the Moscow governorship. This period is noted by the expansion of the city through the inclusion of adjoining territory of the district, the holding of the first international automobile exhibition in the city Manege from 3 to 20 May 1908 and the opening of the A.L. Shanyavsky Urban People's University on 1 October 1908.
The situation in Moscow remained difficult. In 1907 an attempt was made to assassinate S.K. Herschelman. A bomb was hurled at. him, but only wounded his coachman.
Despite the fact that an order was issued on 17 March 1909 to transfer him as a new troop commander of the Vilno district, S.K. Herschelman on imperial order continued to perform his previous duties until 15 April 1909.
