Tutolmin graduated from the Shlyakhetny Infantry Cadet Corps. Having risen up through the ranks of the army hierarchy, he finished the Russo-Turkish war of 1768-1774 with the rank of brigadier.
Shortly after the publication of the Law on Institutions for the Administration of Gubernias of the Russian Empire (1775), Tutolmin was drawn into administrative activity, having been appointed corporal (assistant) to the governor of the Tver gubernia. Thereafter he became governor-general of the Olonets and Arkhangelsk, and then the Podolsk and Volyn gubernias.
Tutolmin arrived in Moscow in 1806 with the rank of full general. On his initiative, a plan of the city was drawn up in order to show its "natural location in the most precise fashion". Paying his tribute to charity, Tutolmin supported a proposal by the Public Welfare Department to build an orphanage for "children of both sexes born into families of the nobility, army officers, clergy, merchants and the trading classes and left without any support and care". This institution was opened on 1 August 1808. Everyday issues were also tackled. For example, measures were taken to regulate the retail trade in salt.
In August 1809, Tutolmin was relieved of his duties at his own request.
