Izmailov held the rank of lieutenant-general and was head of the civil sphere in Moscow. During the course of many years he was in charge of the Kremlin dispatch office for palace construction work. On the request of Moscow commanders-in-chief, this institution also provided loans for the repair of bridges, "water works", and the like.
This period saw the completion of the Kitaisky Proyezd (thoroughfare), and the purchase from the Donskoi Monastery of the landed property of G.A. Stroganov for the purpose of building the Golitsyn hospital. The Moscow City Planning Commission continued its work. Following a fire at the Novodevichy Convent in 1796, repair work was done on the damaged buildings.
With the accession of Paul I there were changes in the system of local administrative and elective institutions. The new Emperor divided the administration of Moscow into civil and military spheres, leaving the first in the hands oflzmailov (which led to the renaming of his post), while the military sphere was placed in the hands of I.R Arkharov.
On 2 May 1797, Izmailov submitted his resignation on the grounds of "age and weak health".
