From 1743 to 1760, Prince Cherkassky was governor in Novgorod with the rank of major-general. With his transfer to Moscow he was promoted to the rank of lieutenant-general.
During the governorship of Prince Cherkassky, a new stage began in the planning and construction of the city. A decree of 16 February 1761 extended to the village of Pokrovskoye, the Semyonovskaya settlement and other places beyond Zemlyanoi Gorod the requirement that property owners maintain order and cleanliness on streets adjoining their property.
Cherkassky was retired from service with the rank of full general and the order of St Alexander Nevsky.
