Prince Golitsyn began his state service with the Semyonovsky regiment. In 1735 he was transferred to the Mint Office, where he remained until his appointment to Moscow.
The three-year governorship of Prince Golitsyn covered the period of preparations for the arrival of Empress Elizabeth to take up residence in Moscow. Major repair work was undertaken in the Kremlin. All the wooden buildings in the centre of town were pulled down and it was forbidden to erect new ones.
The Senate decided to take measures to increase brick production. For the moment builders were continuing to use bricks from the dismantled walls of Byely Gorod. Mud and rubbish were cleared away, and in the city churches the iconostases were renovated.
The governor's residence was on Znamenka. Relieved of his duties as a result of illness, Prince Golitsyn was buried in the Monastery of the Epiphany in Moscow.
