Members of this well-known noble family had long served as boyars, stolniki, okolnichyi and governors. In 1725, having reached the rank of colonel, P.I. Vyelyaminov-Zernov was transferred to the Collegium of Foreign Affairs. In 1725 he was appointed to the post of kommandant and assessor at the Moscow Senate office.
Vyelyaminov-Zernov administered the gubernia until the arrival of A.L. Pleshcheyev in April 1727. A decree issued by the Supreme Privy Council on 28 February 1727, provides the first reference to P.I. Vyelyaminov-Zernov as deputy governor.
Following the dismissal of A.L. Pleshcheyev in October 1730 and until the appointment of G.P. Chernyshev as the new governor-general in September 1731, Vyelyaminov-Zernov was again in charge of the administration of the gubernia.
In 1731, Vyelyaminov-Zernov supervised the repair work on the Kremlin Armoury, and also the construction of a new bridge called Kamenny. In 1734, following the crop failure, he was entrusted with the distribution of bread in Moscow. However, he provoked the displeasure of the Senate by "distributing bread to all including the rich".
Vyelyaminov-Zernov was dismissed from his post on the grounds of age.
